The Center for Transportation Equity, Decisions, and Dollars (CTEDD) at the University of Texas at Arlington is pleased to launch the next Request for Proposals (RFP) for scholars engaged in groundbreaking transportation research. As a Tier-1 University Transportation Center funded by the United States Department of Transportation, CTEDD supports scholarly research into various aspects of our nation’s transportation systems, with a focus on issues of equity, decision-making, and transportation finance. CTEDD welcomes proposals that pose bold questions and incorporate expertise from the private sector, nonprofits, and community leaders active in the field of transportation. Proposed projects must be led by a Principal Investigator based at one of CTEDD’s five university partners: The University of Texas at Arlington, the California Polytechnic State University, the Georgia Institute of Technology, the University of Wisconsin – Madison, and the University of South Florida. The following sections briefly outline the components of this RFP. In addition, a copy of the required RFP document is linked at the bottom of this page. An online informational webinar will be held in August, 2020 (date to be announced) to discuss the RFP and answer any questions viewers might have.
THE DEADLINE FOR THIS RFP IS MIDNIGHT (CENTRAL TIME) ON Saturday, OCTOBER 10, 2020.
Funded projects must be led by a PI at one of CTEDD’s five consortium universities. CTEDD strongly encourages collaboration among consortium members, as well as with peer researchers at other universities (as junior partners and co-investigators). Lead PI’s may submit more than one proposal. However, only one project per lead PI will be selected. Researchers can be co-PI’s on as many projects as they choose. CTEDD Executive Committee members may submit proposals, but are not permitted to be involved in the deliberations and decisions related to their projects.
Projects will be awarded in the amount of $65,000 – $200,000, and require at least a 50% match in the form of cash or in-kind contributions from project partners, such as host universities, private companies, nonprofits, and local/regional governments. Projects will be awarded, in part, based on impacts and other returns on investment. Project proposals should therefore clearly describe the short-term and long-term impacts of the project as it relates to the goals of CTEDD. The specifics of this are included in the RFP document.
Project Evaluation Criteria
Proposals will be reviewed by 2-3 external peer reviewers, including at least one practitioner from the public or private sector. Proposals are also scored by CTEDD staff using internal criteria. The specifics of these two processes are included in the RFP document linked below.
Applicants must use the CTEDD Budget Form. Proposal budgets should be cost-effective and should be primarily directed at new and original work. Funds should be spent in a manner that provides publishable results. Specific allowable and non-allowable items are described in the RFP document.
Projects should be budgeted to begin on or after January 1, 2021 and end by May 31, 2022. Please plan to submit the final deliverable package no later than the project end date. New awards to prior investigators will depend on successful completion of previously-funded projects and timeliness of research progress and reporting. CTEDD reserves the right to request reductions or other changes to budgets of submitted proposals.
Essential Components of a CTEDD Proposal
In order to be eligible for consideration and funding, submitted proposals must meet the following stipulations:
- The complete proposal package must be received by the stated deadline. Incomplete or late proposals will not be considered.
- All sections of the proposal document must be complete and in compliance with RFP instructions on length, format, and detail.
- All proposal package materials must include match commitment letter(s) covering proposed financial match, in-kind support, and stakeholder involvement.
- All proposals must be submitted by the Office of Grants and Contracts (or similar body) at the lead PI’s university (including PI’s based at UT-Arlington). Direct submissions from PIs cannot be accepted.
